Hazards are unpreventable natural events that, by their nature, may expose our population to the risk of death or injury and may damage or destroy private property, societal infrastructure, and agriculture or other developed land.

The purpose of mitigation planning is for State, local, and Indian tribal governments to identify the natural hazards that impact them, to identify actions and activities to reduce any losses from those hazards, and to establish a coordinated process to implement the plan, taking advantage of a wide range of resources.

In 2004, the Lincoln Trail Area Development District assisted in the development of a regional Hazard Mitigation Plan. The plan was formally adopted by the eight counties and 27 cities in the area and received official approval from FEMA September 8, 2005. Inclusion in the plan is vital for each of these jurisdictions listed above to be eligible for FEMA related grant funds.

Local governments must have a mitigation plan approved pursuant to this section in order to receive a project grant through the Pre-Disaster Mitigation (PDM) program under any Notice of funding opportunity issued after November 1, 2003. The PDM program is authorized under 203 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5133.

Each of the eight counties and twenty-seven cities of the Lincoln Trail region have participated and therefore are covered by the regional plan. On November 8, 2010, the regional plan received formal approval from FEMA. The plan is approved for a period of five (5) years, to November 8, 2015.

The participating jurisdictions are hereby eligible applications through the State for the following mitigation grant programs administered by the Federal Emergency Management Agency (FEMA):

  • Hazard Mitigation Grant Program (HMGP)
  • Pre-Disaster Mitigation (PDM)
  • Severe Repetitive Loss (SRL)
  • Flood Mitigation Assistance (FMA)
  • Repetitive Flood Claims (RPC)
National Incident Management System (NIMS)

Local government handles most emergencies. However, when a major incident overwhelms its resources, local government may need assistance from neighboring jurisdictions, the State, and/or the Federal government. As part of the National Preparedness System, the National Incident Management System (NIMS) and National Response Framework (NRF) ensure that all levels of government, non-governmental agencies, and the private sector are prepared to prevent, protect against, respond to, and recover from any incident.

As required under Homeland Security Presidential Directive (HSPD)-5, the NIMS enables responders and authorities from different jurisdictions and disciplines to better work together within a consistent framework for incident management. The NRP is an all-discipline, all-hazards plan, which relies on the principles of the NIMS, to coordinate and integrate incident management activities and emergency support functions across Federal, State, territorial, tribal, and local governments, private sector, and non-governmental organizations.

The NIMS Compliance Assistance Support Tool (NIMSCAST) is designed as the premier, web-based self-assessment instrument for State, territorial, tribal, local governments to evaluate and report their jurisdiction's achievement of all NIMS implementation activities released since 2004.

Area Development Districts across the state have assisted local Emergency Management personnel and first responders with the NIMSCAST, lending technical assistance when necessary.
